Nintendo has announced that on December 10, 2021, Paper Mario will be coming to the N64 app on the Switch for members of Nintendo Switch Online + Expansion Pack.
When the Expansion Pack service was released in late October 2021, 9 games were made available and another 7 games were said to be coming in the future, including Paper Mario.
