Considering the sheer number of items that you stumble across in Blue Prince, it’s hard to imagine a key item like the Royal Scepter is the least useful. Without it, you can’t reclaim the Throne Room. There are two crowns you can use to reclaim it, but only one Royal Scepter which can only be obtained using the Blessing of the Monk to spawn the Treasure Trove in the Outer Room after going through the rigor of getting the Aries Key. That requires castling by solving the Chess Puzzle twice: first as the Rook and second as the King. It’s complicated, time-consuming, and once you have the Royal Scepter, it has the exact same powers as the Banner of the King, but you can’t reset it every day.

Oh, but you can keep it without the Moon Pendant!
Unfortunately, after repeatedly testing if the two abilities overlapped, I can safely conclude that the Moon Pendant doesn’t seem to be programmed to not count the Royal Scepter as separate, so sometimes, both the room you end your day in and the Moon Pendant will overlap, resulting in the Royal Scepter counting as one of your retained items.
If you argued the Basement Key was far less useful once you had opened the two basement doors, I might be included to agree if there weren’t two doors which it opened, allowing you to proceed with a huge portion of the game, but even if you throw that out, the Basement Key can be traded if you draw the Trading Post in the Outer Room. You’re stuck with the Royal Scepter.
In fact, if you store the Royal Scepter in the Coat Room, sometimes you’ll still start the next day with it somehow on you. It’s more cursed than the Cursed Totem, and if that happens, you’re stuck in a loop, desperately trying to get rid of it because once you have it, you can’t reselect a room color, which can leave you stuck in a loop of being unable to draw a room you need to progress.

We could argue the Coupon Book only reduces prices by 1 Gold, so you don’t get significant savings, but considering a single gold gets you a prediction from the Great Alzara which involve some of the cooler cut scenes in the game, I’d feel confident saying the Coupon Book does more than the Royal Scepter. Similarly, the Coin Purse adding a coin for every three is just as useful, and their worth only increases during days when the stars give you the 50% star sign of The Sail.
There are vital moments when a mis-click or a bad second draw makes the Chronograph extremely useful. Early days, I wouldn’t waste gold on it, but if you can clean out the Showroom in later runs, I’d say go for it and the Silver Spoon. For the Dead Room achievement, the Ornate Compass and Emerald Bracelet are more useful, but everything in the Showroom has a purpose that keeps on giving.
You could argue that the effort of getting the Red Paper Crown is comparable to the Royal Scepter. Of course, you’d be wrong, but you could do it.

But the Red Paper Crown allows you to redraw floorplans if special conditions are met in addition to being usable to reclaim the Throne Room.
You could maybe argue the Compass had less use when your goal isn’t necessarily going north toward the Antechamber, but at the end of the day, even when you want to draw dead end rooms, you don’t want all your draws to only be rooms that cut your day off early.
